Improper login throttling in Fortinet FortiAuthenticator 6.4.6 and earlier allows remote attackers to partially exhaust CPU and memory. The login form accepts numerous unauthenticated HTTP requests without sufficiently restricting repeated authentication attempts. Network access to the login form is sufficient, and sustained request volume degrades appliance resources without reported data access or modification.
