Maintainer-level webhook secret disclosure via masking bypass

Information disclosure in GitLab 15.1 through 15.11.9, 16.0 through 16.0.5, and 16.1.0 allows remote authenticated users to leak webhook secrets. The webhook update logic treats a URL as unchanged when masked placeholders remain equal, preserves existing encrypted URL variables, and later interpolates them into an attacker-controlled destination. Project Maintainer access and a webhook with masked URL values are required; triggering a test webhook sends those secrets to the modified endpoint.
