Unauthenticated service crash via malformed URL decoding

Denial of service in lite-web-server 1.2.2 and earlier allows remote attackers to crash the server via a malformed request URL. The HTTP request handler passes req.url to decodeURIComponent before its response-level error handling, so malformed percent encoding raises an uncaught URIError. Any unauthenticated client that can reach an application using the WebServer API can terminate its Node.js server process, interrupting service.
