Improper access control in Nokia Web Element Manager before 22 R1 allows local users with valid accounts to run administrative functions. Nokia has not disclosed the affected interface or the authorization check that incorrectly permits unprivileged accounts to invoke those functions. Access requires a valid low-privilege account on a CSP internal BTS management network; mobile user equipment, roaming networks, and the Internet cannot reach the flaw.
