Service slowdown via excessive multipart part parsing

Uncontrolled resource consumption in ReactPHP HTTP before 1.9.0 allows remote attackers to delay request handling with large multipart bodies. MultipartParser continues splitting and parsing parts after max_input_vars and max_file_uploads have already made additional fields unusable. Exploitation requires RequestBodyBufferMiddleware configured with a very large limit and consumes CPU, slowing legitimate requests.
