User-assisted file disclosure via external XML entities

XXE in National Land Numerical Information Data Conversion Tool all versions allows attackers to read local files through crafted XML. The tool's XML parser permits external entity references in an input document to dereference attacker-chosen local file paths. A user must process the malicious XML file; the documented consequence is disclosure of files on that PC, not file modification or service interruption.
