Stored cross-site scripting in Esri ArcGIS Server 11.1 and earlier allows remote authenticated users to render image content in a victim browser. The ArcGIS REST Services Directory stores attacker-supplied link content and renders it without sufficient output neutralization, allowing injected image content to appear for another user. High-privileged authenticated access is required to create the content, and a victim must interact with the crafted link; the published record does not establish script execution.
