Stored XSS in Esri ArcGIS Enterprise Sites 10.8.1 through 11.1 allows remote authenticated users to execute JavaScript via a crafted link. A high-privileged user can save the link in site configuration without the dangerous script being neutralized before a victim's browser renders the stored content. Exploitation requires high-privileged access and a victim to open the link, exposing session data and enabling changes to trusted content or user actions.
