Account takeover via unthrottled reset-token validation

Missing brute-force protection in Nextcloud Server 24.0.0 through 24.0.9 and 25.0.0 through 25.0.3 allows remote attackers to reset accounts. LostController::resetform validates attacker-supplied reset tokens without registering or throttling failed guesses, allowing unlimited online trials. The public endpoint requires no account, but success requires initiating a victim reset and finding one of 62^21 token values before replacing that account's password.
