Process crash via unchecked scalar shape

Null pointer dereference in Google TensorFlow before 2.12.0, except 2.11.1, allows remote attackers to crash XLA-enabled processes. ParallelConcat shape inference accepts a scalar shape and accesses its nonexistent first dimension, reaching a null pointer instead of rejecting rank zero. Reachability requires an application to XLA-compile attacker-influenced tf.raw_ops.ParallelConcat arguments; the bounded impact is process termination.
