Process crash via oversized GraphDef output index

Out-of-bounds access in Google TensorFlow before 2.11.1 allows remote attackers to crash tfg-translate with a crafted generic GraphDef. ValueMapManager::GetValueOrCreatePlaceholder parses an untrusted output index as unsigned long long, then narrows it to the smaller SmallVector size type without rejecting oversized values. Processing a malicious generic function through the GraphDef-to-MLIR translation path is required, and the resulting out-of-bounds access terminates the translation process.
