Process crash via multiframe GIF integer overflow

Integer overflow in TensorFlow before 2.11.1 allows context-dependent attackers to crash a process by supplying a crafted multiframe GIF. DecodeImageV2Op stores the frame-count and dimension product in a 32-bit int, causing large values to wrap the output allocation size. A user or application must pass the file to tf.io.decode_gif, after which decoding writes beyond the undersized buffer and terminates the hosting process.
