Memory exhaustion via unreleased tuple reference

Missing reference release in Py_FindObjects in SciPy before 1.10.0 allows local users to exhaust memory and interrupt a process. When allocation of start or end fails, the error path exits without decrementing the newly created tuple object's reference count, retaining memory. The report requires local code execution that reaches this allocation-failure path, and SciPy disputes security impact because the library is not designed for direct exposure to untrusted users or data.
