Arbitrary file disclosure via unsanitized fetch filename

Path traversal in Docmosis Tornado 2.9.4 and earlier allows remote attackers to read arbitrary server files through the fetch service. FetchTmp.doGet concatenates the untrusted filename parameter with the Java temporary-directory path without rejecting relative path segments. Requests using /api/../fetch also pass the REST-prefix authentication test, so an unauthenticated network client can retrieve any file readable by the Tornado process.
