Improper authorization in Gallagher Security Command Centre allows remote authenticated users to view and modify Competencies. The Command Centre Server fails to enforce an operator's configured access level before reading or writing Competency records. The flaw requires a valid unprivileged operator account; its reported effects are unauthorized Competency disclosure and modification.
