Unauthenticated server hang via unchecked QUIC allocation

Denial of service in SMB over QUIC in Microsoft Windows Server 2022 before 10.0.20348.1724 allows remote attackers to hang the server. SrvNetQuicServerReceiveEvent in srvnet.sys validates a four-byte message size only when all four bytes arrive together, then allocates up to 16 MB without repeating the limit check when the size is split across packets. Repeated unauthenticated connections can exhaust kernel memory and make an enabled SMB-over-QUIC server with no more than 32 GB of RAM unstable and unresponsive.
