Service interruption via truncated 6LoWPAN IPHC header

NULL pointer dereference in RIOT-OS RIOT before 2023.04 allows remote attackers to interrupt device service via crafted 6LoWPAN frames. When gnrc_pktbuf_mark marks an aligned whole packet snippet, it sets pkt->data to NULL but leaves the snippet in the packet chain, so IPHC decoding dereferences it. A network path capable of delivering 6LoWPAN fragments to the GNRC stack is required, and exploitation interrupts only the affected device service.
