Device hang via underflowed 6LoWPAN copy length

Integer underflow in RIOT-OS RIOT before 2022.10 allows remote attackers to hang devices with a crafted 6LoWPAN frame. gnrc_sixlowpan_iphc_recv subtracts an unchecked payload offset from the packet size and passes the wrapped result to memcpy as its copy length, causing an out-of-bounds write. The affected GNRC 6LoWPAN IPHC path requires no authentication; the resulting unhandled hard fault leaves the device stuck until reset.
