Local command execution via unescaped terminal title

Command injection in IPython before 8.10 allows local users to execute shell commands through a crafted Windows directory name. On Windows without _ctypes, IPython.utils.terminal.set_term_title concatenates the directory-derived title into os.system("title " + title). The normal IPython binary cannot reach this fallback; exposure requires library use or a custom Python build without _ctypes and user interaction with an untrusted directory.
