SQL injection via pre-normalization tag validation

SQL injection in Misskey before 13.3.3 allows remote authenticated users to alter database queries through the notes/search-by-tag API. The endpoint validated each raw tag with safeForSql, then normalized it and interpolated the normalized value into an SQL array condition, allowing normalization to produce content that had not been checked. A valid account and network access to the API are sufficient to expose or modify stored data or interrupt the service.
