Missing authorization in Jenkins TestQuality Updater Plugin 1.3 and earlier allows remote authenticated users to initiate outbound connections. A form-validation method accepts an attacker-specified URL, username, and password without checking the caller's permission. Overall/Read permission is sufficient, and the reported consequence is a controller-originated connection rather than code execution or data disclosure.
