Arbitrary file read via external entity resolution

XXE in urule 2.1.7 allows remote attackers to read server files by submitting crafted XML through the rule-flow designer. RuleFlowDesignerServletHandler.parseXml directly parses the submitted XML without disabling external entity resolution. No authentication or user interaction is required; successful exploitation exposes files readable by the server process and can trigger server-side requests.
