Unauthorized DDS data access via delegated policy signing

Authorization bypass in Eclipse Cyclone DDS all versions allows remote attackers to read protected DDS data via a forged permissions document. The access-control plugin gives PKCS7_verify no explicit signer certificate, so a participant certificate chaining to a shared identity and permissions CA is accepted as authority for its own policy. Exploitation requires a valid participant certificate and reuse of one CA for both roles; it enables protected-topic access and service interruption without reported data modification.
