Deleted-user vault disclosure via incomplete cleanup

Incomplete cleanup in Devolutions Server 2023.1.8 and earlier allows remote authenticated users to view deleted users' vaults. The user-deletion workflow fails to remove the deleted user's vault resources, leaving them retrievable through database access. Administrator privileges and database access are required, and the bounded consequence is disclosure of vault contents belonging to deleted accounts.
