Persistent account access via nonexpiring refresh tokens

Insufficient session expiration in vantage6 before 3.8.0 allows remote authenticated users to retain account access with old refresh tokens. The server sets JWT_REFRESH_TOKEN_EXPIRES to False, so refresh credentials issued after login carry no enforced lifetime. Possession of a previously issued token is required, and reuse preserves the associated account privileges until the server invalidates its signing secret.
