Unauthorized start-page changes via insufficiently scoped preference updates

Improper access control in affected Moodle LMS releases allows remote attackers to set another user’s predefined start-page preference. The preference update fails to restrict the target account to the requester, while accepting only Moodle’s predefined start-page values. No authentication or user interaction is required; the result is an unauthorized change to the victim’s landing page rather than an arbitrary destination.
