Contributor-level CAPTCHA settings modification via missing capability check

Missing authorization in Brainstorm Force Spectra Legacy 2.3.0 and earlier allows remote authenticated users to modify reCAPTCHA settings. The forms_recaptcha function accepts its settings-update request without checking the caller's WordPress capability before saving supplied values. Contributor-level access is sufficient to change CAPTCHA configuration, weakening or interrupting the form protection governed by those settings.
