Restricted topic disclosure via missing route authorization

Authorization bypass in Discourse stable before 3.0.1 and beta/tests-passed before 3.1.0.beta2 allows remote attackers to read restricted-tag topics. TagsController applied ensure_visible only to show and info, omitting generated latest and top actions from the visibility filter. No account or user interaction is required; disclosure is limited to topic information returned for tags configured as restricted.
