Request hangs via restored empty filter result

Denial of service in OpenMage LTS before 19.4.22 and 20.0.0 through 20.0.18 allows remote authenticated users to hang requests. Mage_Core_Model_Input_Filter_MaliciousCode::filter repeats replacement until no matches remain, but treats an empty result as false and restores the original input, so input fully removed by a filter expression is processed forever. High-privilege application access is required, and each trigger occupies a PHP worker without affecting confidentiality or integrity.
