Prolonged physical access via misordered competency checks

Incorrect behavior order in Gallagher Command Centre Server allows privileged users to retain physical site access after a network outage. During recovery, the server orders competency-dependent access decisions incorrectly, preserving physical access longer than intended. Only sites using Competencies are exposed; affected releases are 8.50 and earlier and branch builds before 8.60.2550, 8.70.2375, 8.80.1369, and 8.90.1620.
