Arbitrary file read via persistent LOCAL INFILE

Arbitrary file read in MySqlHook in Apache Airflow before 2.5.1 and MySQL Provider before 4.0.0 allows remote attackers to read worker files. MySqlHook accepted local_infile or allow_local_infile from persistent connection extras and enabled the MySQL client's LOCAL capability. A remote MySQL endpoint selected by the connection can then request files readable by the Airflow worker even when a task did not opt into bulk loading.
