Authenticated PHP code execution via unsafe eval

Code injection in StructLib::structure_to_webhelp() in Tiki before 24.1 allows remote authenticated users to execute arbitrary PHP code. The method passes user-controlled wiki-page content to eval() in lib/structures/structlib.php, causing that content to be interpreted as PHP. Exploitation requires feature_create_webhelp to be enabled and an account permitted to create a wiki page; injected code runs in the Tiki server context.
