Heap data disclosure via unchecked Targa palette offset

An out-of-bounds read in Academy Software Foundation OpenImageIO 2.4.7.1 allows attackers to disclose heap data via a crafted Targa image. TGAInput::decode_pixel uses the unvalidated cmap_first header value to calculate a palette index and reads pixels beyond the allocated buffer. Processing the file through an application or pipeline that invokes the Targa decoder is required, and the bounded impact is disclosure of adjacent heap contents.
