Out-of-bounds memory access in tpm2-tss through 4.0.0 allows local users to crash a process through a crafted TSS2 layer number. Tss2_RC_SetHandler and Tss2_RC_Decode use an 8-bit layer number to index layer_handler without checking its smaller entry count, causing out-of-bounds reads or writes. Exploitation requires local privileged access to the TPM path or control of TPM bus responses; consequences include process termination and code execution.
