Account takeover via transient unsanitized Text panel HTML

Stored XSS in Grafana 9.2 through 9.2.9 and 9.3 through 9.3.3 allows remote authenticated users to execute JavaScript in another user's browser. The Text panel's React render cycle briefly passes stored, unsanitized HTML to the browser before sanitizing it on the next render and saving the cleaned value. An Editor must store JavaScript, and another user must edit the same panel and select Markdown or HTML; the code then runs with the victim's privileges and can enable account takeover.
