Sustained service interruption via deterministic NAT loop

Unchecked loop input in the NAT library in Juniper Networks Junos OS allows local users to crash and restart an SRX or SPC3-equipped MX services card. The library accepts a deterministic NAT pool with more port blocks than hosts and uses the inconsistent quantities when processing a specific CLI command. Low-privileged authenticated CLI access and the inconsistent configuration are required; repeated commands sustain the service interruption.
