Routing-service interruption via rpd next-hop memory leak

Memory-release failure in Juniper Networks Junos OS and Junos OS Evolved allows adjacent unauthenticated attackers to restart rpd. In an OSPF-based segment-routing deployment, continuous peer-interface flapping drives next-hop churn while rpd retains RT_NEXTHOPS_TEMPLATE and RT_TEMPLATE_BOOK_KEE allocations. Memory growth eventually exhausts the daemon and causes an rpd crash and automatic restart, interrupting routing service.
