Host configuration disclosure via missing contact-group check

Authorization bypass in Checkmk 2.1.0 through 2.1.0p27 and 2.2.0b1 through 2.2.0b7 allows remote authenticated users to read host configurations. The REST API GET handler for /objects/host_config/<host_name> serves a configuration without checking whether the requester belongs to that host's contact group. Any authenticated account can therefore read configuration for hosts outside its assigned contact groups, with no reported ability to modify those hosts.
