Unauthenticated file disclosure via access-control bypass

Improper access control in SS1 13.1.0.40 and earlier and Rakuraku PC Cloud Agent 2.1.8 and earlier allows remote attackers to download files. The affected file-transfer function returns arbitrary files from the product's working directory without enforcing its intended access restriction. No authentication or user interaction is required; SYSTEM-level code execution requires chaining this flaw with CVE-2023-22336 and CVE-2023-22344.
