Regular expression denial of service in GitLab 15.10 through 16.0 allows remote authenticated users to force Puma restarts via Jira settings. The jira_issue_match_regex method interpolates user-controlled jira_issue_prefix and jira_issue_regex values into a Ruby regular expression without sanitization. A project user who can configure the Jira integration and create an issue can force 100% CPU use until Puma restarts, interrupting service.
