Kernel crash via non-reentrant RDS connection reset

Non-reentrant RDS connection reset handling allows local users with CAP_NET_ADMIN to crash Oracle Linux 6 through 9 and Oracle VM 3 kernels. The RDS_CONN_RESET and RDS6_CONN_RESET setsockopt operations fail to serialize connection resets when the destination address is zero. The capability gate limits exploitation to privileged local contexts, and successful triggering stops the host kernel rather than only an RDS socket.
