Stored HTML injection via unescaped email address

HTML injection in GitLab CE/EE 7.14 through 15.11.9, 16.0 through 16.0.5, and 16.1.0 allows remote authenticated users to inject markup. The confirm_user_data helper places an unconfirmed email address into the confirmation modal messageHtml without encoding it, so the browser renders permitted tags. Exploitation requires soft email confirmation, an attacker account with a changed unconfirmed address, and an administrator who manually opens the confirmation dialog; effects include page-content modification and an outbound image request that discloses the administrator's IP address.
