Privilege escalation via OIDC external-status clearing

Improper access control in GitLab EE 15.10 through 15.10.4 and 15.11.0 allows remote authenticated users to gain regular-user access. During OIDC sign-in, group synchronization saves account attributes from group claims and can clear an external user's restricted status. OIDC must be enabled, the account must authenticate through that provider, and the change exposes internal projects otherwise barred to external users.
