Do Not Disturb deactivation via unprotected intent

Improper privilege management in Samsung Mobile Devices before SMR Mar-2023 Release 1 allows local users to disable Do Not Disturb. PhoneStatusBarPolicy in System UI accepts an unprotected intent that changes the Do Not Disturb state without enforcing the intended privilege boundary. A locally executing attacker on Android 11, 12, or 13 needs no additional privileges, and the reported consequence is loss of Do Not Disturb notification suppression.
