Administrator credential disclosure via permissive file access

Credential disclosure in AXIS License Plate Verifier 2.8.3 and earlier allows local users to obtain administrator credentials. Axis attributes the flaw to insufficient permissions on files containing unencrypted administrator credentials but does not identify the files. Possession of the credentials permits configuration changes within the application; no network-only path is reported.
