Cross-profile image disclosure via unchecked icon URI

Information disclosure in Google Android 11, 12, 12L, and 13 allows local users to read another user's images through a phone-account icon URI. TelecomServiceImpl.registerPhoneAccount accepts an Icon URI whose encoded user identifier names another profile, then Telecom's cross-user permission resolves that image without checking it against the caller's user identifier. Exploitation requires a local app able to register a phone account; no user interaction is required, and the consequence is limited to image disclosure.
