Phone app crash loop via resource exhaustion

Resource exhaustion in Google Android 14 Contacts allows local users to force a crash loop in the Phone app without user interaction. Google identifies the Framework component and Contacts locus but does not disclose which resource or operation is exhausted. Ordinary User privileges are required, and exploitation repeatedly crashes the Phone app without reported data access or code execution.
