Local privilege escalation via missing permission check

Missing authorization in Android 14 and earlier allows local users to gain elevated privileges through a Permission Manager bypass. The Permission Manager authorization path permits a privileged action without verifying that the calling process holds the required permission. A low-privileged local process can cross the permission boundary without user interaction, gaining privileges within the existing security context.
