Local service interruption via raced permission reset

Race condition in MmsProvider.java in Google Android 11, 12, 12L, and 13 allows local users to interrupt device service. The permission-reset path validated an MMS-part pathname but passed the noncanonical path to chmod, allowing raced path resolution to redirect the permission change. A low-privileged local application can trigger the race without user interaction; the documented consequence is availability loss, not data disclosure or modification.
