Permanent denial of service via invalid receiver registration

Uncontrolled resource consumption in Android 12, 12L, and 13 allows local users to cause a permanent service interruption. MediaSessionRecord.setMediaButtonBroadcastReceiver accepts invalid or nonexistent receiver component names without first verifying that they resolve to installed broadcast receivers. An unprivileged local app can trigger the condition without user interaction, and the resulting availability loss persists.
